CHARTER

Preamble

We, the members of the Committee of Citizens – Rutherford County Chapter, establish this Charter to uphold the principles of constitutional governance, foster transparency, and ensure that all governments and municipalities within Rutherford County remain accountable and responsive to their citizens.

Article I: Purpose

The purpose of the Committee is to foster civic engagement, advocate for effective and ethical governance, and support initiatives that enhance the well-being of Rutherford County residents.

We are dedicated to upholding the United States Constitution and the Constitution of the State of North Carolina, ensuring that all governments and municipalities within Rutherford County respect the rights and principles enshrined in these foundational documents.

Additionally, we strive to exemplify how government should operate by demonstrating transparency, accountability, and integrity in all aspects of our work

Article II: Guiding Principals

  1. We know government was created by the people, for the people, and exists solely for the good of every citizen in this county.
  2. We believe constitutional adherence, transparency, and accountability are the three pillars of good governance.
  3. We are committed to open and productive communication with both government and citizens to advance and improve our county.
  4. We support inclusive decision-making processes that enable all residents to understand and participate in our work.
  5. We believe open access to records fosters truth and honesty; we will always strive to document our communications and activities.
  6. We are dedicated to fighting for what is right and just, regardless of the obstacles we face.
  7. We believe fairness and equity are essential to resolving issues.
  8. We strive to set a standard for ethical conduct and constitutional adherence that government should follow.

Article III: Citizen Participation

All residents of Rutherford County are encouraged to actively participate in the Committee’s work. You can help by informing us of government or municipal actions or inactions that do not serve the well-being and happiness of our community, attending public meetings, volunteering your time or skills, joining events, and providing financial support. Your involvement strengthens our ability to represent and advocate for the interests of all residents.

Article IV: Engagement with Local Government

The Committee will present valid and well-supported citizen concerns and policy recommendations to all local government bodies and municipalities within Rutherford County, encouraging them to acknowledge these as the will of the people.

The Committee will monitor and publicly report on whether the actions of all local governments, municipalities, and individual public servants align with the will of the people of Rutherford County.

When the actions of any government body, municipality, or public servant do not align with the will of the people, or when there is a violation of constitutionally protected rights, the Committee will seek to address these issues directly with the responsible party. If the will of the people is continually ignored or violations persist, the Committee will use all lawful means available to hold the responsible parties accountable for their actions or inactions, in order to maintain constitutional balance between government and the citizens of Rutherford County.

Article V: Transparency and Accessibility

The Chapter will ensure transparency by documenting and publishing all activities, findings, communications, records, meeting minutes, and committee decisions through publicly accessible means. All proceedings will be made available for public review by residents of Rutherford County.

Article VI: Governance

The Rutherford County Chapter shall be directed by a committee of 12 members, each elected by the current chapter membership to serve three-year terms. The committee is responsible for organizing meetings, coordinating activities, and ensuring the organization operates according to this Charter. In the event of a tie during committee votes, the Chairman of the Committee shall cast the deciding vote.

Article VII: Amendments

The amendment process for this charter requires a two-thirds vote of approval from the chapter committee. Subsequently, the Committee of Citizens organization leadership must review and approve any such amendments before they are formally adopted.
